The State Duma of the Russian Federation at a meeting on Friday approved a law banning sex reassignment in the country. A new article introduced into the law "On the Fundamentals of Health Protection of Citizens in the Russian Federation" (323-FZ) provides for a ban on medical interventions aimed at changing a person's sex, including the use of drugs and procedures to form primary or secondary sexual characteristics of the other sex. However, the new law also provides exceptions for cases of medical interventions for the treatment of congenital anomalies, genetic and endocrine diseases related to the disruption of the formation of genital organs in children. A medical commission, which reports to the Ministry of Health, decides on the admissibility of such medical procedures. If the interventions are successful on medical grounds, the commission issues a corresponding medical opinion, which is then used to make changes to civil status records. The Kremlin considers the law necessary to preserve traditional values and moral principles. LGBT rights advocates and international human rights organizations have expressed concern and object to the ban, considering it discriminatory and violating the rights of transgender and nontraditionally oriented people.
